Where the weight sits.
Enterprise and Supplier Development alone carries 40 of the 109 points. Socio-Economic Development carries 5. Spreading effort evenly across all five is the most common and most expensive mistake.
- Ownership — 25 points. Black shareholding, voting rights and economic interest. A priority element.
- Management Control — 19 points. Board, executive and senior management representivity against EAP targets.
- Skills Development — 20 points. Training spend, learnerships and bursaries. A priority element.
- Enterprise & Supplier Development — 40 points. Procurement, ED and SD combined. The heaviest element, and a priority.
- Socio-Economic Development — 5 points. Contributions that reach beneficiaries directly in their communities.
Three elements can drop your whole level on their own.
Ownership, Skills Development and Enterprise & Supplier Development are priority elements. Miss the sub-minimum on any of them and your overall level is discounted by one, no matter how the rest scored.
Ownership
40% of the net value points. This is the one most often missed by companies that assume the shareholding alone is enough.
Priority elementSkills Development
40% of the total weighting. Spend without the headcount, or headcount without the spend, will not clear it.
Priority elementEnterprise & Supplier Development
40% of the total weighting for each of the three sub-categories. The heaviest element and the easiest to under-plan.
Priority elementQualifying Small Enterprises must meet the sub-minimum on Ownership plus one other priority element. Large enterprises must meet all three. Exempted Micro Enterprises are exempt and use a sworn affidavit instead.

EME
Under R10m
Exempted Micro Enterprise. Automatically Level 4, or Level 2 if more than 51% black-owned, or Level 1 if 100%. A sworn affidavit replaces a certificate.
QSE
R10m – R50m
Qualifying Small Enterprise. Measured on all five elements, but only two priority-element sub-minimums apply. Over 51% black-owned QSEs may use an affidavit.
Generic
Over R50m
Large enterprise. All five elements, all three priority-element sub-minimums, and a full SANAS-accredited verification.
